Allows a ship to pick-up cargo to transport.
As of version 1.0.2.126 (1 Feb 2015), there is no cargo hold technology. There is no concept of cargo either in the game.
I don't know if this is a relic of an earlier game version or if it will become a new feature, but for now it doesn't exists.
